This card was released as a promotional card. In Japan, it was released on glossy card stock and came with Volume 1 of Pokemon Trainer's Magazine, released in May 1999.
It has a camera graphic where an expansion symbol would usually be to highlight the fact that the image used is from Pokemon Snap.
The English version of the card was released on normal card stock, through Pokemon Leagues in August 2001.
